About Our Opportunity
The Immigration and Population Growth branch of LSI is looking for a champion of change, as the Manager of Marketing and Employer Engagement your innovative way of thinking will lead the development, implementation and operation of the Marketing and Employer Engagement team. As the Manager you will be responsible for developing and managing Immigration and Population Growth's (IPG) engagement strategy with partners including employers, businesses, industry associations, and newcomers thinking about moving to Nova Scotia.
As the Manager you play a key role in the implementation of projects, strategies and services intended to support the advancement of Labour, Skills, and Immigration business goals. The Manager is a key advisor to IPG's senior management ensuring a comprehensive understanding of challenges and opportunities that affect support for immigration and interprovincial migration within the province. The Manager is also responsible for developing, implementing, and organizing promotional activities and events, both domestic and international, for IPG, with the objective of establishing Nova Scotia as the destination of choice for newcomers.
The Manager works closely with departmental management teams across divisions (including Strategic Policy and Programs) and across government (including Office of Healthcare Professional Recruitment, Office of Acadian Affairs and Francophonie, and Atlantic Canada Opportunities Agency) providing strategic advice related to relevant programs and initiatives, perceived gaps and partners viewpoints to inform the creation of relevant program, policy, legislative and/or regulatory interventions and strategies (e.g. Francophone Population Growth Action Plan).
This position reports to the Director of Retention and Attraction.
Primary Accountabilities

Working with the Director of Retention and Attraction in the development and implementation of an employer and newcomer strategies for Immigration and Population Growth.

Providing a leadership role on behalf of Immigration and Population Growth by regularly presenting the provincial position in sector or stakeholder meetings and on various committees relevant to advancing population growth within the Province

Providing authoritative briefings, advice and effective issues management responses to highly sensitive issues and public criticism of development program policies, procedures, and legislation.

Undertaking a range of diverse projects and initiatives designed to advance the vision and objectives of the unit (i.e., Atlantic Immigration Program, Francophone Population Growth Action Plan).

Representing Immigration and Population Growth at inter-provincial/federal/territorial meetings, and by participating in inter-provincial working groups in the development of recommendations to advance the Province's goal of reaching 2M by 2060.

Lead, or participate, in on-going planning and implementation of Immigration and Population Growth's domestic and international recruitment of skilled workers. Recruitment missions will be on behalf of Nova Scotia and may include coordination with other Atlantic provinces in both their planning and execution.

Supporting the Director in the development and implementation of marketing strategies in international and domestic markets, including market research.

Builds a high performing team by ensuring that the team is well versed on immigration programs and solutions, is focused, motivated, and inspired to achieve team objectives and support the various partners of IPG, including those exploring Nova Scotia as a destination to call home.

Ensures the effective management of human and financial resources by setting and evaluating staff performance targets, managing budgets, promoting diversity and a healthy workplace, demonstrating leadership competencies, respecting corporate human resources practices, promoting teamwork and individual development, maintaining internal communications, monitoring expenditures while adhering to procurement guidelines.
Qualifications and Experience
To be successful you have a university degree with at least 5 years experience in marketing and communications in domestic and international markets, leading and coaching teams, engaging in high level collaborations, and building strong relationships among Senior Management and other partners. You have a demonstrated history in effectively influencing organizational change using change management and engagement strategies highly skilled communication, taking initiative and strategic orientation.
You can problem solve and focus on efficiency and quality improvement.
You posses exceptional communication (written and verbal) and relationship building skills to enable you to work closely with both internal and external stakeholders, employees, senior departmental officials, and counterparts. You also have strong time management, research, and analytical skills to provide practical options and solutions. In addition, you possess strong collaboration, organization, and analytical skills with a proficiency with the Microsoft Office suite of products.

Salary Range: $3,561.95 - $4,452.43 Bi-Weekly
